I will begin to introduce solo work as skills build, but we will always be working on something that the student genuinely is interested in. For beginning students (regardless of age instrument) I try to simplify the approach and work on a set of warm ups/exercises coupled with a performance piece or song that they can feel good about and lots of fun listening assignments. From there I have a few options of instruction methods that I tailor to the individual student.
