For beginners, I tend to utilize Trevor Wye exercises, and slowly incorporate small musical pieces. Although tedious, I believe that scales and etudes make students technically and musically proficient. I therefore include them in my lessons, but ensure the students are gaining the benefit of these exercises. With the piano books there are also theory workbooks that give them a chance to think about what they are actually doing when it comes to making music. As they grow more confident we work on more particular subjects like tone, scales, proper breathing. Practice is a must, the will not get anywhere they want to be without constant practice.
