I usually will put together a bundle exercises compile of flute methods and exercises I create myself to help the student progress. For beginning students who are children, I typically start with Hal Leonard's Essential Elements. I teach the student how to practice to reach goals and help the student set goals. I teach in terms of musicality followed by technicality.
