I usually start with a beginners book for children or adults.  We go through the lessons at their own speed.  As for practicing the scales, I do not introduce them until the students is thoroughly familiar with the keys (the alphabet of the keys.)  For adults I introduce the scales and arpeggios much earlier. I teach both the Classical and Suzuki methods. I have students of all ages so it varies which student is learning which method. The best for children is the Suzuki method that is widely used in the USA. Classical methods can be used when I teach young adults and adults.
