I also strongly believe that even beginner students as early as 4 can learn scales and chords even though many teachers don't introduce such things until they reach an older age and have more experience. I encourage the parents of young students to be involved in their kids' progress to help establish good habits. With adults, it's all about developing a regular practice schedule that they can stick to realistic goals.
