If the student is a young adult or older, and has an interest in classical guitar, I recommend Scott Tenant's Pumping Nylon, Book 1. Overtime, I will begin to provide or suggest repertoire to learn. Prior to that, I finished programs in Europe as a guitar player in 1991. I moved to the United States in 1994.
